Jesse Ruhl
Prior to founding SEVIS Education & Consulting, LLC in 2021, Jesse Ruhl practiced law in Pennsylvania and Maryland for 20 years. During that time, he specialized in representing high schools, colleges, universities, and other organizations involved in international student programs and developed expertise advising educational institutions on regulatory compliance. impacting their academic and broader institutional policies. His legal practice focused not only on immigration law associated with F-1 and J-1 regulations, OPT, STEM and C/S, but also other areas of federal and state law compliance.
From 2015 through 2019, he served as the PDSO and the RO at Westminster Theological Seminary and eventually became the Assistant General Counsel and Associate Dean of Students before he began consulting and training with IETS and June Sadowski-Devarez in 2019. Following June’s retirement in the beginning of 2021, Jesse wanted to continue the important training and consulting work that June began more than 30 years ago, and he created SEVIS Education & Consulting, LLC with that objective in mind. In addition to conducting workshops and consulting, Jesse also serves as the PDSO at Bank Street College of Education in New York, NY and at Gwynedd Mercy University in Gwynedd Valley, PA. He is also the RO at Gravity International Program in New York, NY. Jesse is also pursuing a PhD in higher education at Notre Dame University of Maryland.

Kandy Turner
Dr. Kandy Turner is an international educator with over 15 years of experience working with international students and scholars. She has served as a (P)DSO/(A)RO at Widener University, Pennsylvania State University, and Fairleigh Dickinson University. Most recently Dr. Turner completed a Fulbright Specialist Program at Universidad Del Rosario in Bogota, Colombia where she lectured and consulted on comprehensive internationalization and intercultural competency. Turner received her Doctor of Education degree in Higher Education Leadership from Widener University and holds two master’s degrees, a Master of Fine Arts in Creative Writing from Fairleigh Dickinson University and a Master of Arts Degree in Student Affairs in Higher Education from Indiana University of Pennsylvania.
