This workshop is designed for P/DSOs who have a thorough and complete understanding of the F-1 student administration. We are regularly challenged to answer difficult questions that can only be answered correctly if we understand all of the regulations and SEVP guidance and how they are designed to work together. But what do we do when the regs and the guidance are inconsistent? And what about questions that do not have clear answers: “What is “unauthorized employment and how do I know if a student has violated the employment rules?” “Am I the unauthorized employment enforcement officer?” “Must I really terminate a student who fell below a full course of study by 1 credit?” “The student submitted a request for CPT last week, but I didn’t catch it until Monday. Since this was my mistake must I still terminate the student or can I adjust the CPT authorization dates?”
This workshop will give DSOs a private and confidential forum where they can ask these types of questions and hear what the instructors and their peers would do or have done in similar situations. Participants will be encouraged to submit questions in advance, and they will be discussed anonymously during the workshop. The workshop is scheduled from 10:00 p.m. to 3:30 p.m., but it will go longer if necessary to discuss and answer each question.
Finally, I will raise the issue that each of us regularly faces when we are asked by students and staff to answer questions that go beyond F-1 student advising and and enters into the realm of providing legal advice. Every state has rules governing the unauthorized practice of law, and is a P/DSO subjecting themselves and their schools to liability if the student receives an unfavorable USCIS adjudication as a result?

It is not necessary to take the courses in a specific order. If you are new to the P/DSO and A/RO positions, it is recommended that you enroll in each level consecutively.
